My deepest condolences. I lost track of Dave some time ago and am sad to read of his passing. I truly enjoyed our professional and personal conversations while he worked with me at the Town of Vestal on labor negotiations. A funny memory that sticks with me was Dave's passionate hatred for iceberg lettuce! Sure hope they don't serve any in heaven. R.I.P. Dave.

Dave served as Director of Human Resources during my three terms as Mayor of the City of Binghamton. He proved to be a conscientious professional who was an invaluable member of our team. Dave was an expert on Civil Service Rules and Regulations making him a tenacious negotiator. The City was well served by Dave’s career. He exemplified the best of public service. Sue and I extend our deepest sympathy to the Watkins family.
